Compare the yearly total
A low per-learner figure can hide extras. Put each quote into the same sum: learners multiplied by the per-learner fee across all three terms, plus setup, plus an estimate of SMS for your parents, plus any hardware. That number is what you can compare.
Weigh it against what it saves
A fair comparison includes staff hours spent reconciling M-Pesa, preparing report cards and answering balance queries, and fees that go uncollected because nobody chased them in time. Those costs are real even though no invoice arrives for them.
